On behalf of the Mayor, MORCA serves as the District of Columbia's coordinating and advisory agency for reentry. The Mayor's Office on Returning Citizens Affairs (MORCA) opened its doors in 2007 as the first legislatively mandated office in the country explicitly serving formerly incarcerated individuals. MORCA is the principal hub for returning citizens looking to reintegrate into the community. We empower clients by connecting them to services that include possible employment, critical vital records assistance, healthcare, education, housing assistance, family unification and prison outreach trips, and parental support.
Over the years, MORCA's team has grown to provide outreach, case management services, workforce development, and peer navigators.
MORCA seeks to remove barriers to reentry and empowers residents to break the cycle of recidivism.
Community Outreach Assistance Needs - basic computer skills, social media enhancement, video and photography support, policy and program description writing, graphic designs, legislative and policy research, resume writing, and professional interviewer.
